In globalization era, by opening of CAFTA 2010 export and import activities increased. This is a potential aspect to support Indonesian economic growth. In Indonesia there is a government institution whose driven to protect the safely of Indonesia.

The General Customs and Excise have a big responsibility for the goods which entered and go out of the customs area. Especially for the goods in red channel, it must be inspected in two parts until the SPPB (Surat PersetujuanPengeluaran Barang) document published.

The purposes of writing this final project are to describe about specification or determination of import good and the way to handle the goods which entering the customs area. Then to know the system of publishing the document of SPPB (Surat Persetujuan Pengeluaran Barang) in red channel specification at KPPBC (Kantor Pengawasan dan Pelayanan Bea dan Cukai) Tipe Madya Tanjung Mas Semarang. The data were collected by interviewing some informations supporting the purpose, observation, literature book in library and browsing the internet. And the technique of writing was descriptiv.
After analyzing the data, it was found that the procedure of publishing SPP (Surat Persetujuan Pengeluaran Barang) Document was done in some steps, the first Directorate General Customs and Excise handling the good entering the customs area, then that good are determined into some channels. They are green channel and yellow channel. If the imported goods belong in red channel, that good must be quarantine to inspection first. There are two inspections for this goods, the first is physical inspection and the second document of good inspection. After that, if the inspection was clear the document could be published.

Based on the finding, it can be concluded that the publishing of the SPPB (Surat Persetujuan Pengeluara Barang) document specification of red channel must be inspected in the two parts of inspection. The first physical inspection of good and the second is document inspection of the goods.
